The Foothills Stream Crossing Partnership

Improving watershed health through inventorying, prioritizing, and mitigating stream crossings.


The Foothills Stream Crossing Partnership (FSCP) is a multi-industry partnership with the main objective of improving the condition and performance of stream crossings on the landscape. Established in 2006, the FSCP consists of 25 industry partners that coordinate efforts to inventory, monitor and repair stream crossings across Alberta. This advanced methodology has resulted in an online database of over 33,000 inspections of 13,500 industry owned stream crossings.   Through collaboration with other crossing owners in the watershed FSCP members can plan to fix fish barriers in a sequential order moving up the watershed and address sedimentation problems from the top of the watershed down. The result is efficient use of resources while encouraging dialogue between stakeholders and regulators so that surrounding concerns in the watershed are taken into consideration.

 The FSCP has reconnected over 1,855km’s of fish habitat through the inventory and remediation of 740 stream crossings.  75% of the barriers mitigated were in watersheds with Critical Habitat for SARA listed fish species.

Reconnecting Watersheds

Hanging culverts and other barriers can obstruct fish passage, preventing them from migrating upstream or downstream. This obstruction can disrupt their natural behaviour, breeding patterns, and access to essential habitats, impacting fish populations and overall health of the ecosystem. Additionally, hanging culverts can create barriers to sediment transport, altering stream dynamics and affecting aquatic biodiversity.

Who We Are

Ngaio is a Professional Biologist, Qualified Aquatic Environmental Specialist, Program Lead for the Foothills Stream Crossing Partnership (FSCP), and founder of Poseidon Environmental (2013). With over 16 years of experience she assists the FSCP with inspecting, prioritizing and repairing stream crossings and delivers steam crossing inspection and fish habitat training.

Suzanne Stevenson, Technical Specialist

Suzanne completed her undergraduate degree at Montana State University, graduating in 2016 with a BSc in Fish and Wildlife Management before pursuing a graduate degree at the University of Northern British Columbia, studying white-tailed deer and caribou in west-central Alberta. Within the FSCP, Suzanne provides company specific assistance with inspection and remediation planning and GIS support services.
